The link you mentioned is definitely a NON-MICROSOFT site, trying to pass of as one, seeing the favicon they are using. Avoid it.

I have not been able to install Adblock Plus in Edge at all.

I have tried everything but just keep getting the same error from Windows Store:

“Something went wrong.

The error code is 0x80073CF9, in case you need it.”
